End of road? ? The number of students is expected to go up to 600 in five years. Former chief minister and state Congress president Ashok Chavan said that the government is insulting farmers by not clearing their loans despite distributing no dues certificates.Chavan claimed that the certificates have been distributed for two weeks but not a single farmer has benefitted Chavan added that the Congress will hold multiple rallies across the state and that the agitation will bring to light the public anger at the failures of the BJP-led government Chavan also blamed the state machinery for delaying the disbursal of the loan waiver amount to farmers "When we were in power we gave the loan waiver to farmers within a week of the announcement" Chavan said "This government in the name of transparency issued 9Government Resolutions (GR) in one week" Chavan added that the government was trying to deprive farmers by imposing strict criteria to be eligible for the loan waiver scheme "They are famous for making false promises" Chavan said Chavan also demanded a judicial probe into the inaccurate data provided by the banks for theRs 34022-crore farm loan waiver scheme declared by Chief Minister Devendra Fadnavis "Errors such as linking a single Aadhaar number with hundreds of accounts are a serious matter The state government cannot abdicate its responsibility" he said Chavan said the Fadnavis government made several promises when it came to power in 2014 but not a single promise has been fulfilled "Every section of society will join in our stir Reservation for Marathas Muslims and the Dhangar community remains on paper The government keeps misleading us again and again They are only making false promises to the 12 crore citizens of Maharashtra The Congress is on the right track and we will win the upcoming elections" he added The government is attempting to mask its failure by putting the blame on the banks Chavan claimed adding that thegovernment’s intention seems to be to make a mockery of the farmers and reduce the number of beneficiaries so that the expenditure remains minimal "As far as I know the amount spent on the farm loan waiver will not be more than Rs 10000 crore" Chavan claimed "Around 12 lakh farmers will benefit" Chennai: The Election Commission on Friday disputed in the Madras High Court the DMK’s claim about non-deletion of more than 5000 bogus voters from the electoral roll in the bypoll-bound RK Nagar Assembly constituency and said only 1947 multiple entries had been found Submitting that these names could not be removed now since the notification for the 21 December by-election had been issued the EC however said it would ensure that none of the 1947 voters cast their ballot EC’s counsel Niranjan Rajagopal made the submissions before a bench comprising Justices TS Sivagnanam and K Ravichandrabaabu when a memo filed by the DMK alleging that the EC had not deleted the names of 5117 bogus voters from the electoral roll of the constituency Representational image News18 The RK Nagar bypoll has been necessitated due to the death of sitting member and then chief minister Jayalalithaa on 5 December 2017 Originally the DMK filed a petition in the high court seeking a direction to the EC to carry out door-to-door verification and clean the electoral roll alleging it contained a large number of bogus voters The first bench headed by Chief Justice Indira Banerjee had on 21 November disposed of the petition as infructuous after recording a submission by the EC that 45819 voters’ names had been deleted based on a complaint by the DMK However the DMK filed the present memo seeking necessary directions to the EC alleging that 5117 bogus voters were yet to be deleted from the voters’ list When the matter came up on Friday senior counsel P Wilson for the DMK submitted that EC has admitted to 1947 bogus entries The non-deletion had been done purposefully by the Chennai Corporation Commissioner in collusion with the EC officials to help the ruling party he alleged The EC counsel submitted that factually the petitioner was not correct The EC now found that there were 1947 multiple entries But it could not delete them from the list now since there was a statutory bar under Section 23 (3) of Representation of People Act on inclusion or exclusion after the announcement of the election schedule He however said a separate list would be prepared in respect of the 1947 voters and it will be circulated to the booth officers and the political parties If a person from the list comes to the booth the officers will be alerted and he/she would not be allowed to vote Therefore there will not be multiple voting he added Directing the EC to file its counter the bench adjourned the matter to 11 December for further hearing Kolkata: Since January this year 18238 cases of dengue have been reported from different parts of West Bengal while 35 people have died due to the vector-borne disease till Tuesday state chief secretary Malay Dey said A man tries to use fogging machine to prevent dengue in Delhi Reuters He said during the same period last year 20140 cases of dengue were reported and the number of deaths stood at 40 Asserting that there was nothing to panic Dey told reporters "There have been reports of viral fever but not all are dengue Laboratories are conducting rapid tests to ascertain dengue which is not acceptable" While ascertaining dengue laboratories should follow the protocol set by the World Health Organisation (WHO) or else the state government would take necessary action against them for wrong diagnosis and creating panic he said "We are monitoring the situation on a daily basis We have taken appropriate preventive measures" Dey said adding that all municipalities and panchayats have been asked to be cautious "The figures (dengue cases and deaths) were much higher last year There is no abnormality in dengue incidences this year So there is nothing to panic" the officer said Dey said the state government is not trying to suppress any information regarding dengue cases or deaths Though dengue is mostly a city-centric this year such cases were from suburban areas and districts he said Mumbai:In a setback to the Maharashtra government the Bombay High Court on Tuesdaydirected it not to implement its controversial circular on sedition till October 20 even as the administration said the letter got lost in translation and promised to bring a revised version The circular has triggered a row for ostensibly trying to invoke sedition charges for criticising the political establishment In its order the division bench headed by Justice V M Kanade asked the state to file a reply to two petitions challenging the constitutional validity of the circular issued on August 27 The bench said if the state fails to file its reply by October 20 the court would treat these petitions one filed by famous cartoonist Aseem Trivedi and three others while the other one by advocate Narendra Sharma as uncontroverted and decide them at the admission stage itself Bombay High Court Image courtesy: IBNLive Close on the heels of the court’s order the government said that the circular got lost in translation and promised to bring a revised version "Our view is that the Law and Judiciary department got confused with certain sentences of the order while translating it in Marathi The Law and Judiciary department has now suggested corrections and soon the revised version of the circular will be presented before the court" said Additional Chief Secretary K P Bakshi Explaining the circumstances behind issuing the circular the bureaucrat said "the circular that we had issued pertaining to sedition charges was based on the judgement of the (high) court (delivered) in English But we were then accused of curtailing the freedom of people We have read the circular and the Home department has nothing to do with the translation It was translated by the Law and Judiciary department" He was referring to the high court order earlier Trivedi who was arrested on September 8 2012 on the basis of an FIR under section 124A and other provisions of IPC for cartoons published on "India Against Corruption" website and later granted bail The government later dropped the sedition charge against Trivedi The circular which has sparked a row has laid down certain conditions required to be considered for initiating action against a person under section 124 A of IPC which deals with sedition Trivedi and others contended that clause 1 and 2 of the circular does not mention the basic ingredients of sedition ie words (spoken or written) signs or representations must be made with object to overthrow or subvert the government (central or state) established by law by "violent means" by creating feeling of contempt or hatred or disaffection against it or by bringing or attempting to bring into hatred or contempt towards it or by exciting or attempting to excite disaffection power of global social networking through the internet despite being impoverished and illiterate Helping them in this attempt to escape poverty is a start-up called Ubuntu At Work which is inspired by Nobel Prize-winning economist Amartya Sens argument that a persons capability is not what he or she theoretically hasbut hinges upon the persons social arrangements Named after an ethical concept of worse offmuch in the same way as credit cards and mortgages do in rich countries The idea for Ubuntu came out of Pingles study of women micro-entrepreneurs in Africa Two things stood out Firstlyforming a womens self-help group was not necessarily conducive to fresh business ideas Secondthe cell phone was not an adequate enough tool to develop a new business Pingle realised that 99 per cent of the women she surveyed in the micro-finance networks did not even see themselves as micro-entrepreneurs She concluded that only those women who built bridges outside of their network were likely to escape the crush of poverty Pingle decided to test out her own hypothesis by setting up Ubuntu to provide such bridges The women are identified through existing micro-finance networks and then supported through the risks they take Ubuntu wants these women micro-entrepreneurs to vault their way out of poverty and not necessarily in phases Ubuntu wants to provide underprivileged women
